The National Foundation for Development and Humanitarian Response (NAHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. Our vision is a peaceful and stable Yemen free of poverty, in which all people have equal access to basic needs and human rights, and our mission is to provide an integrated humanitarian and development response to aid Yemen and other conflict-affected countries through a professional, neutral, and transparent approach.
We aim to achieve our overall vision and mission by working to enhance local communities' development and stability through identifying structural causes of poverty, raising awareness, increasing access to basic services, and focusing on building citizens' capacities, especially women and youth, so as to enable their participation in the decision-making process that leads to sustainable development and a peaceful society within their developing and conflict-affected countries. NAHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
In the process of recruitment, selection, and appointment NAHR implement a range of procedures and actions including Criminal Background Checks/ International vetting/Certificate of good conduct to ensure children and vulnerable adults are safeguarded and abuse is prevented.
NAHR has zero tolerance on sexual exploitation and abuse. All employment offers are conditional upon the receipt of satisfactory references and the signing our code of conduct, Safeguarding Policy with a particular focus on Protection from Sexual Exploitation and Abuse and Child Safeguarding. This position will also be subject to robust reference and background screening checks.

1. Background
The Governance and Peacebuilding Officer is responsible for supporting the implementation of governance, social cohesion, conflict sensitivity, and peacebuilding activities at the field level. The position contributes to strengthening community participation, enhancing dialogue mechanisms, promoting peaceful conflict resolution, and supporting local governance structures to improve accountability, inclusion, and community resilience.
The officer works closely with local authorities, community leaders, civil society organizations, women and youth groups, and other stakeholders to facilitate inclusive governance processes and strengthen social cohesion within targeted communities.
Key Responsibilities & Duties
1. Governance Programming and Community Engagement
- Support the implementation of governance and peacebuilding project activities in targeted districts and communities.
- Facilitate community consultations, public dialogues, and participatory planning sessions.
- Strengthen engagement between local authorities and community members to improve transparency and accountability.
- Support initiatives that promote citizen participation in local decision-making processes.
- Assist in establishing and strengthening community committees and local governance structures.
2. Peacebuilding and Social Cohesion Activities
- Organize and facilitate peacebuilding activities aimed at strengthening social cohesion and community resilience.
- Support dialogue initiatives among different community groups to address tensions and conflict drivers.
- Promote peaceful conflict resolution mechanisms and community mediation approaches.
- Engage women, youth, marginalized groups, and community leaders in peacebuilding initiatives.
- Facilitate awareness sessions on peaceful coexistence, tolerance, and social cohesion.
3. Conflict Sensitivity and Context Analysis
- Conduct conflict assessments, stakeholder mapping, and community needs assessments.
- Monitor conflict dynamics, local tensions, and emerging risks that may affect project implementation.
- Ensure all project activities are implemented using conflict-sensitive approaches.
- Provide regular analysis and recommendations to improve project responsiveness to local contexts.
- Support integration of Do No Harm principles across project activities.
4. Capacity Building and Institutional Strengthening
- Organize and deliver training sessions for local authorities, community committees, civil society organizations, and youth groups.
- Support capacity-building initiatives on governance, leadership, accountability, conflict resolution, and peacebuilding.
- Mentor community structures and local stakeholders to improve their effectiveness and sustainability.
- Develop training materials and facilitate workshops as required.
5. Coordination and Stakeholder Engagement
- Maintain effective relationships with local authorities, community leaders, civil society organizations, and relevant stakeholders.
- Represent the organization in governance, peacebuilding, and social cohesion coordination meetings when requested.
- Coordinate closely with humanitarian and development partners operating in the target areas.
- Support networking and collaboration efforts that contribute to sustainable peace and governance outcomes.
6. Monitoring, Evaluation, and Reporting
- Conduct regular field monitoring visits to assess activity implementation and impact.
- Collect, verify, and analyze project data and indicators.
- Prepare weekly, monthly, and quarterly progress reports.
- Document lessons learned, success stories, case studies, and best practices.
- Support monitoring, evaluation, accountability, and learning (MEAL) activities and assessments.
7. Risk Management and Safeguarding
- Identify operational, contextual, and security risks that may affect project implementation.
- Ensure compliance with safeguarding, PSEA, and organizational policies.
- Promote inclusion, non-discrimination, and protection principles in all activities.
- Immediately report any safeguarding concerns through established organizational mechanisms.
Required Qualifications & Experience
- Bachelor's degree in Political Science, Public Administration, International Development, Peace and Conflict Studies, Sociology, Law, Human Rights, or a related field.
- Minimum 3–5 years of professional experience in governance, peacebuilding, social cohesion, conflict resolution, community development, or related sectors.
- Experience working with NGOs, INGOs, UN agencies, or development programs is highly desirable.
- Demonstrated experience facilitating community dialogues, stakeholder engagement, and capacity-building activities.
Technical Knowledge
- Strong understanding of governance, decentralization, accountability, and citizen participation concepts.
- Knowledge of peacebuilding, social cohesion, conflict sensitivity, and Do No Harm approaches.
- Familiarity with community engagement methodologies and participatory development approaches.
- Understanding of the Yemeni context and local governance structures is highly desirable.

Languages
- Fluency in Arabic (written and spoken) is mandatory.
- Professional working proficiency in English is required.
IT Skills
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
- Experience using digital data collection and reporting tools is an advantage.
- Ability to prepare presentations, reports, and project documentation.
